they are required to refer them for Settlement to the Postmaster General or Hong Kong.

Are any and, if so which, of the subordim te

unestablished officers employed under the Postmaster of Shanghai and the Postal Agents regarded as being in the personal employment of such Postmaster or Agent? If so,is he regarded as at liberty to engage or discharge them on his own judgment without reference to head-

quarters?
